Policy on Allocation of Facilities and Administration (F&A) Funds

for the College of Arts & Sciences

Effective July 1, 2025

At Utah State University (USU), 30% of recovered F&A is allocated to researchers, their departments, and college(s) that generated the funding. 70% of the recovered F&A remains with the Office of Research. The Office of Research utilizes its 70% to support the research mission of USU and ultimately, nearly 90% of USU’s total recovered F&A eventually is provided to colleges and departments. The remaining 10% is used to fund university-wide research services.

Each College has their own policy that determines how the returned F&A is allocated among the College (Dean’s Office), Department/Center(s), and Investigator(s).

Beginning July 1, 2025, the College of Arts & Sciences allocates the 30% returned F&A as follows:

  • 10% - College
  • 15% - Department
  • 5% - Individual PI(s)

For projects that include investigators from multiple units and/or colleges, the same allocation policy applies. ArtSci will allocate returned F&A in the same proportion among the sponsoring units and investigators within the college.

Recovered F&A funds are reinvested in the ArtSci to support and grow our expanding research infrastructure and pay for a variety of research-related administrative resources and functions in the college.

Co-PIs/Multiple Colleges

PIs/Co-Is submitting a proposal that includes multiple colleges need to work with both colleges to determine the F&A allocation for each investigator as each college has its own allocation policy.

Exceptions

Faculty, depending on their appointments, may have a different F&A allocation policy depending on the project. These include:

  • Faculty in RCDE Positions should check with the state-wide campus system to inquire about state-wide F&A policies on their campus
  • The Center for Anticipatory Intelligence (CAI)
  • Certain faculty with Utah Agricultural Experimentation Station (UAES)
  • Certain faculty associated with the Transforming Communities Institute (TCI)
  • Certain faculty with Ecology Center appointments
  • Extension-based faculty should inquire with USU Extension regarding F&A

F&A Allocation Form

The Office of Research F&A Allocation Form will need to be completed and included as an internal attachment on all submitted proposals with F&A costs.
